TDP Conspiracy to stall Decentralisation bill
Andhra Pradesh Legislative Council has once again witnessed the wrongdoings of opposition party TDP under the guidance of opposition leader Chandrababu Naidu and that lead to stall the two historic bills that have received a majority in the legislative assembly.
Speaking on the issue Legislative Council chairman M A Sharrif on Wednesday, said that the two bills; AP Decentralisation and Inclusive Development of All Regions Bill, 2020, and the AP Capital Region Development Authority (CRDA) Act (Repeal) Bill have been referred to the selection committee as per his discretions.
He said that due to unexpected entry of Rule 71 in the session on Tuesday the discussions have been held on these two bills, and the issue has been raised on sending these two bills to the selection committee. Due to Rule 71, these two bills cannot be approved normally like the other government bills.
After the discussion on these two bills, the leader of the opposition has asked to refer to the selection committee and objected that these two bills are not abiding the rules and have not come to the council on time. This was due to technical issues and motion has been not moved. The same has been discussed with floor leaders and they decide to go by rules.
He mentioned that the opposition TDP leaders, PDF, and BJP leaders said that government bills should be prioritized and bills that have not come abiding rules should not be considered. It was clear that the bills have not come as per the rules.
‘I have two options now; one is to enquire about how the lapse has been taken place while sending the bills and the other is to approve the bills in view of government. After considering these two options, I as a chairman as per my power and Rule 154, these two bills will be sent to the selection committee,’ he said.
The entire sequence was directed by Naidu who was sitting in the council’s gallery and MLC Nara Lokesh was shooting a video on a mobile phone. All these acts from the TDP members are witnesses to say that it was a conspiracy planned by Naidu to stall the bills in council.
